Description

The Montgomery County School Board (VA) is accepting applications for a 12-month Environmental Health and Safety Manager position that is available in the division.

 

PRIMARY RESPONSIBILITIES:

The Environmental Health and Safety Manager works under the general direction of the Director of Facilities, aligning with division policies, labor agreements, state regulations, and federal statutes. Independent judgment is required in situations not governed by established rules, regulations, or policies. The individual in this role may provide guidance and assistance to employees as needed.

This position may require a variable schedule, including evenings and weekends, to address division needs.

 

ESSENTIAL JOB FUNCTIONS:

  • Foster a student-centered approach in alignment with the division’s mission and values
  • Maintain effective relationships with diverse groups, including staff, students, and community members
  • Oversee compliance with Environmental Health and Safety Programs, such as asbestos management, indoor air quality, hazardous materials, pest control, and the Healthy and Safe Schools Plan
  • Collaborate with schools and departments to recommend and implement corrective strategies for environmental issues
  • Plan, administer, and assess Environmental Health and Safety Programs, determining priorities and schedules to meet immediate and long-term needs
  • Investigate environmental concerns, gather and analyze data, develop solutions, and report findings to stakeholders
  • Coordinate and supervise the work of outside consultants as necessary
  • Provide expertise in water and air quality testing, ensuring proper testing and monitoring protocols
  • Coordinate chemical safety by working with departments to identify and procure safe chemicals for use
  • Manage the Hazard Communication program, including the collection and disposal of recyclable and hazardous wastes, and oversee the Safety Data Sheets (SDS) management system
  • Oversee respiratory protection programs, including equipment selection, fit-testing, and training
  • Develop and conduct Risk Management training programs on topics such as indoor air quality, hazardous materials, lead awareness, and hazard communication
  • Compile, analyze, and evaluate environmental health and safety data to inform program improvements and risk management strategies
  • Maintain, use, and calibrate industrial hygiene equipment in accordance with manufacturer and industry requirements
  • Serve as a resource for managing contracts related to pest control, disaster recovery, hazardous waste disposal, and specialized testing
  • Review and analyze state, federal, and local legislation to ensure compliance with environmental health and safety regulations
  • Develop and maintain performance metrics to evaluate program outcomes and adjust strategies as necessary
  • Represent the division as the point of contact for Environmental Health and Safety Programs, participating in local, state, and national meetings and conferences
  • Collaborate on the design and remodeling of facilities to ensure healthy and safe environments
  • Create and submit reports to regulatory agencies as required
  • Coordinate hearing conservation and noise protection programs, including noise testing, data analysis, and the development of mitigation strategies

EDUCATION AND EXPERIENCE:

 

Educational Requirements:

 

  • Preferred: Bachelor’s degree in occupational hygiene, environmental health and safety, risk management, environmental science, or a related field
  • Alternative Qualification: Associate’s degree with experience in safety and risk management, including applying principles and practices of program/project planning and management
  • Considered: Any combination of training and experience that provides the required knowledge and abilities

 

Certifications and Specialized Knowledge:

 

Certifications Desired:

  • Radon, Integrated Pest Management (IPM), water testing, asbestos, and hazardous materials

Knowledge Requirements:

  • Indoor air quality, water quality, and hazardous material issues affecting schools
  • Underground Storage Tank (UST) operations, training, inspection, and compliance
  • Hazardous materials and indoor air quality standards
  • AHERA (Asbestos Hazard Emergency Response Act) guidelines
  • Water quality regulations under agencies such as the EPA, DEQ, OSHA, and other regulatory bodies

 

Professional Experience:

  • Prior professional work experience, or a combination of relevant experience and training, that provides the necessary skills, knowledge, and abilities to perform the job effectively
  • Experience in planning, estimating, scheduling, and assigning work to complete various training and planning projects

 

Knowledge and Abilities:

  • Program Knowledge: Advanced principles, practices, and methods of Environmental Health and Safety Programs
  • Communication Skills: Candidates must demonstrate effective communication skills, including strong written, verbal, presentation, and interpersonal abilities 
  • Problem-Solving: Strong problem-solving techniques applied with tact and diplomacy
  • Regulatory Knowledge: Familiarity with and ability to apply federal, state, and local laws and regulations relevant to Environmental Health and Safety Program responsibilities

 

A valid Virginia Driver’s License is required.

 

FLSA Status:  Exempt

 

SALARY:  $58,839.45 - $114,782.33 annually; with benefits; commensurate with experience and prorated to start date
